After violating the freedom of competition: Walt will be fined NIS 8.5 million Israel today

Volt admitted that it acted in a manner contrary to the provisions of the competition law and undertook to pay 8.5 million shekels:

 this week the competition court approved the order agreed between the commissioner of competition and the Volt company.

As part of the order, Walt admitted that it conducted itself in a manner that could harm competition and that its conduct was contrary to the provisions of the Economic Competition Law and undertook to pay a total of NIS 8.5 million to the state treasury.

Walt operates a platform for ordering food from restaurants that appear in "carousels" - alternating displays of a list of restaurants with a common characteristic defined by Walt.

Until January 2022, Volt operated a carousel in the Tel Aviv area called "only at Volt" - which only included restaurants that sent their dishes using Volt only.

The carousel appeared in a high position on the platform that gave increased exposure to those restaurants, in a way that raised concerns about the restaurants' incentive to work only with Walt.

Following the Authority's inspection, Volt stopped operating the carousel "Only in Volt".

As part of the agreed order, Walt admitted that the operation of the carousel could have harmed competition, and was contrary to the provisions of the Economic Competition Law, given that during the relevant period Walt operated under limited competitive restraints and the dependence of restaurants on its delivery services, considering the size of Walt and the volume of orders through it, was high.

As mentioned, the court approved the agreed order, and noted in its decision, among other things, "The agreed order embodies fast and efficient enforcement of the provisions of the law, and is a significant saving in public costs, including the continuation of the proceedings. The order has the effect of saving the authority's resources that will be allocated to additional enforcement operations and the court's resources. In addition to Thus, the agreed order directs the behavior of the supervised public - both in terms of its content and the agreements therein (including Walt's admission of the effect of its behavior on competition), and also in terms of the very deterrence of the violation of the law."
