The district budget for the current year is in place and is considered capable of consensus following discussions in the district committee.

For the time being, citizens do not have to fear that voluntary services such as school social work will be reduced or canceled.

There are no drastic changes to be feared at the clinic either, nor are there any concerns about the bus routes – yet.

Nevertheless, the district's financial situation is so tense that the first major projects are being canceled.

District Administrator Martin Bayerstorfer (CSU) emphasized: “Only ongoing projects will be completed, above all the expansion of the Anne Frank High School and the rescue control center.” However, he explained that the AFG is not pursuing the third construction phase - the renovation and expansion of the Auditorium.

At the Dorfen high school, the renovation of the sports halls is – for now – off the table.

According to the district administrator, the expansion of FOS/BOS and vocational school is on the back burner.

The expansion of the ED19 Erding–Eitting district road along with a new footpath and cycle path will also be postponed.

And the district is now holding out on the northern bypass.

Bayerstorfer said: “The planning costs from the airport’s surrounding area fund are almost exhausted.

We will only continue planning if we are reimbursed by the city – in accordance with the contract.” This includes ten million euros for the acquisition of land for the bypass.

At the beginning of the meeting, Bayerstorfer spoke of a “challenging situation”.

According to him, Erding is the only district in Upper Bavaria whose levy capacity has fallen.

This shows the region's dependence on the airport, which is still in the regeneration phase after Corona. The minus is 4.5 percent, which corresponds to 9.7 million euros.

This has the - curious - consequence that the 26 municipalities have to pay less despite the district levy increasing from 53.47 to 55.50 percent.

A total of 115.8 million euros will flow from the levy, a good one million euros less than in 2023.

The district levy remains at 22 percent.

Because of the reduced levy power, only 45.9 million euros have to be transferred to the district, 2.1 million euros less than last year.

In addition to the district levy of 115.7 million euros, district treasurer Markus Siecheneder named the key allocations (24.5 million euros) and loans (23.8 million euros) as the highest income.

In addition to the clinic and district levy, the largest expenditure items are social security (€66.8 million / + 22.3%) and schools (€19.1 million / + 6.4%).

There is almost 63 million euros in the asset budget for investments, ten million more than in 2023.

The development of debt illustrates how precarious the situation is.

It reached a new high of 83 million euros.

On the other hand, Siecheneder wants to repay 4.6 million euros in debt this year and between twelve and 13 million euros in each of the next few years.

Ulla Dieckmann (SPD) called for moderation: “We have to look closely at future measures to see whether they are manageable, because there will be a few more difficult years to come.”

Georg Els (FW), however, warned against freezing investments, “because then we will just postpone them”.

He called for a “golden mean between avarice and waste.”

Hans Wiesmaier (CSU) drew attention to the smaller communities that are particularly bleeding this year.

“When the big Erding and Oberding cough, the little ones get a cold.” The municipalities’ scope for action, Wiesmaier continued, is becoming more and more restricted.

In themselves, only voluntary services are political bargaining chips.

He criticized the fact that the communities were constantly being given new tasks.

“That worries me.” Jakob Schwimmer (CSU) recalled the principle of subsidiarity – whoever buys something has to pay.

“I miss that more and more.”

Thomas Bauer (CSU) said: “We have reached the end of the flagpole.

The municipalities hardly have any options left to take countermeasures.

It doesn't work without investment either." Regarding public transport, the CSU parliamentary group leader noted that the costs should not rise any further - in 2024 there will be a need for subsidies of 7.7 million euros.

You then have to talk about reducing the supply.

The hospital remains one of the district's largest cost factors.

In total, there is almost 24.5 million euros in the budget, district treasurer Markus Siecheneder told the district committee.

The largest chunk, at 18.6 million euros, is the deficit expected for the current year.

At least the minus is no longer rising as sharply as before.

However, the district still has to pay off a legacy - 3.7 million euros in deficit compensation from 2023, which was estimated too positively.

1.4 million euros are earmarked for investments and 750,000 euros for maintenance.

According to Siecheneder's calculations, the clinic's own medical care center (MVZ) will need 376,000 euros, including a loss transfer from 2023 of 126,000 euros and a - new - loss this year of 250,000 euros.

Martin Bayerstorfer (CSU) and other speakers clearly supported both houses and received no opposition.

The district administrator wants the deficit not to exceed ten million euros in the future.

This requires more money from the federal government.

The district committee approved the draft budget unanimously and without any fundamental debate.

The district council will consider the budget at its meeting on Monday, January 29th from 2 p.m. and will then adopt it.
