Anyone who receives housing benefit but not citizen's benefit is not entitled to exemption from the broadcasting fee.
In some circumstances it still works.
Munich – The GEZ contribution is a thorn in the side of quite a few people in Germany.
Because whether you own a television or a radio or not is completely irrelevant.
18.36 euros are due per month for each apartment.
From 2025, the broadcasting fee will even be increased.
However, you can be exempt from the broadcasting fee for health or social reasons.
This also applies to those receiving housing benefit.
However, you must meet certain requirements.
Exemption from broadcasting fees: Recipients of housing benefit can submit a hardship application
Let's start with the group of people who can be exempt from the broadcasting fee due to need.
Recipients of:
Social benefits and citizens’ benefits (formerly: unemployment benefit II / “Hartz IV”)
Recipients of basic security in old age and in cases of reduced earning capacity
social care
benefits under the Asylum Seekers Benefits Act
BAföG, vocational training allowance and training allowance, provided they do not live with their parents
Nursing allowances
Recipients of care allowance according to state regulations
Help with care according to the seventh chapter of the twelfth book of the social code
Assistance with care as a service of war victim care in accordance with the Federal Care Act
In some cases, exemption from the GEZ fee is also possible through a hardship regulation.
The Rundfunkteil.de
website
says: “Recipients of unemployment benefit I, housing benefit or transitional benefit are not entitled to an exemption.” However, housing benefit recipients can be exempted, albeit in a more complicated way.

Housing benefit recipients need special proof from the social authorities in order to be exempt from GEZ
The hardship regulation applies if the income exceeds the requirement limit, but not by more than the monthly broadcasting fee of 18.36 euros.
This also applies if you are entitled to the above-mentioned social benefits but waive the payments.
In any case, you will need a waiver from the social authorities for the application.

A hardship application can be filled out online at the GEZ contribution service.
You can get to the correct field by clicking on the button “receive due to income exceedance.” The printout is accompanied by the necessary evidence (declaration of waiver and certificate from the social authorities that you do not receive any social benefits, but your income only slightly exceeds the standard rate 1 of the citizen's benefit). sent to the GEZ contribution service.
Some people can also apply for a reduction in the broadcasting fee.
