The security situation has changed significantly recently.
The Bundeswehr reacts and develops a defense plan - for the first time since the Cold War.
Berlin - The Bundeswehr wants to create an operational plan for Germany (OPLAN) together with security authorities, disaster control organizations and industrial companies.
This is intended to determine how to proceed together in the event of tension and defense, as Lieutenant General André Bodemann, commander of the Territorial Command, explained in an interview with the
German Press Agency

This is intended to concretely implement the demands for German “war capability”, such as those that came from Boris Pistorius (SPD).
The document will be kept secret and will be updated even after the deadline expires at the end of March.
It is the first current and comprehensive defense plan since the Cold War.
However, the situation is different than it was 30 years ago, when Germany was a frontline state on the Iron Curtain.
Germany now belongs to what NATO calls the “rear area”.
This refers to the rear area of the defense.
Instead of active war, Germany's task would be to maintain deployment routes for allies and to supply convoys.
There have been exercises for this in the past.
The Oplan document is secret, but Lieutenant General Bodemann promises initial content.

The Bundeswehr's Territorial Command is responsible
It is precisely because of this rear-area position that the Bundeswehr's Territorial Command takes care of the planning: The command is responsible for "coordinating all tasks of the Bundeswehr domestically," according to the Bundeswehr website.
According to information, this also includes hosting allied troops and coordinating the delivery of weapons to Ukraine.
Now the OPLAN DEU, which was already addressed by the Bundeswehr in November, went into concrete negotiations.
The operational plan is based on NATO's demands on Germany, which are to be implemented with the help of the development.
The plan should include the dimensions of land, sea, air, space, as well as cyber and information space - not only from the perspective of national territorial defense, but also homeland security and infrastructure protection.

On Thursday (January 25th), the details of the hundreds-of-page document will be discussed with a large number of actors: police authorities, civil protection officers, the THW, scientists, the energy and logistics industry, but also allies.
The military expects four main threats in the case of defense, which can already be observed.

This includes fake news and disinformation, which are intended to influence the opinion of the population and the media.
Cyber attacks against energy and telecommunications companies are also to be expected.
In addition to spying as a third threat, Bodemann also speaks of sabotage "by special forces, for example, by irregular forces who try to make one or the other unusable in order to hinder or prevent the deployment." They are also working on a protective shield against ballistic ones Missiles that could target critical infrastructure.
