How to “come out on top” of such an imbroglio?

This Thursday evening, the Sevran municipal council was to decide on the short-term management of the fairground market.

In an order dated January 12, the administrative court canceled the public service delegation procedure (DSP) carried out last year on the grounds that the comment on Facebook by an elected member of the majority undermined the “principle of impartiality”.

With the current concessionaire's lease expiring on Monday, February 19, three solutions were available to the municipality: interrupt the market for several months while relaunching a procedure, requisition the outgoing delegatee — Somarep is none other than the unsuccessful candidate in the call for tenders, who successfully took legal action to challenge its regularity — or to set up direct management.

“The recovery deadlines do not allow us to be able to designate any new delegate for February 20,” observed Mayor Stéphane Blanchet (DVG) during the session.

The choice of a public agency requires, he recalled, mobilizing municipal services “for the opening and closing of the market, for the upkeep, maintenance and cleaning of the market but also its surroundings” and to recruit ushers “for a specific period”.

“We want to set up this management system (…) because we really believe we have the capacity and skills to do so,” added Stéphane Blanchet.

To hear him say, this measure would even be a blessing in disguise.

“When we have delegated this public market service to a private company, whatever it may be, we will be able (…) to be able to control, monitor the reality of market activity with this delegatee, or even to suspend the activity of this delegate if we judge him to be failing and replace him with our services for one session, two sessions, or even more…”, he estimated.

“I understand that each market session from February 20 will pass peacefully”

The chief magistrate also announced this Thursday evening the filing of a complaint after “an agent of our community was attacked and threatened with death while he was, in the exercise of his missions, on the fairground market.

“What happened there was not an accident,” he continued, without giving his thoughts.

I understand that each market session, three per week, from February 20 goes smoothly (…) If things go badly, some will hear about us.

Was Somarep targeted by these cryptic remarks?

“No one among us or among the traders we interviewed had heard of this attack,” the delegatee said.

After attacking the “amateurism” of Gilles Boitte, the elected official whose comment on Facebook led to the cancellation of the initial procedure, opposition municipal councilor Philippe Geffroy (DVD) demanded “transparency of the accounts of this management”.

A request that the mayor of Sevran approved.

Earlier in the session, Gilles Boitte announced his resignation from the public service delegation commission of which he had been the deputy president since 2020. “I have presided over the award of more than a hundred public contracts, none have been submitted in question,” he insisted.

Until January 12.
