If the sentence pronounced Monday evening by Emmanuel Macron on the possible commitment of Western troops in Ukraine concentrates all the attention this Tuesday, another more concrete aspect of the discussions which took place in Paris could well have a more immediate effect in the conflict opposing Kiev and Moscow.
The French president and his European allies, gathered to respond to the ammunition shortage currently hitting Ukraine, have in fact outlined the outlines of an ambitious plan aimed at increasing the rate of arms deliveries to Zelensky's troops.
Despite a significant effort (528 tanks, 475 howitzers and 81 multiple rocket launchers - among others - already delivered since the start of the war), Western weapons were unable to prevent the failure of the Ukrainian counter-offensive launched in spring.
On the other hand, the hoped-for collapse of Russian industry has not occurred and Moscow - which can count on the missiles of its new ally North Korea - has firepower far superior to that of its adversary.
