In Italy, it is an uphill battle for large renewable energy plants, "crushed" by delays, lengthy authorizations, disputes and by legislation that is too old and inadequate, stuck in 2010. This was revealed by the report "Checkmate to renewables", presented in Rimini at the Fieradella renewables Key.


    The report lists 63 symbolic cases of blockades of renewables, 20 in the last year.

They range from 6 local administrations between Veneto, Umbria, Marche and Basilicata which prefer multi-logistics and industrial plants to wind or photovoltaic parks, to attempted or planned moratoriums as happens in Sardinia and Abruzzo, where the Constitutional Court intervened.


    There is a similar moratorium from the Superintendence of Basilicata, which has placed a landscape restriction of 10 km around the site of the Monteserico Castle (Potenza), with an explicit preclusion to the construction of plants for the production of energy from renewable sources.

Then there are the appeals to the TAR between Molise and Tuscany, or the delays of the Presidency of the Council of Ministers, in Puglia, or of the Superintendence, in Lazio.


    For Legambiente, the main obstacles slowing down renewables in Italy are legislation that is too old (the guidelines have been stuck since 2010), lengthy authorizations and disputes between the Ministries of the Environment and Culture brought to the Presidency of the Council to be resolved, to date 81. Then there is the issue of suitable areas (the decree is still missing) and the many disputes involving municipalities, regions and citizens.


    A positive note comes from the work of the Via-Vas and Pnrr-Pniec Commissions of the Ministry of the Environment and Energy Security which, in 2023, worked on 221 authorization procedures, for a works value of over 13.5 billion euros and a power of 10, 5 Gw.

Worth noting is the commitment of the Campania Region, which has unlocked dozens of projects, and of the Calabria Region, which has ordered and simplified the presentation procedures.
