So far, the district budget was passed by mid-December at the latest.

In the future, the figures will probably only be discussed and decided on in the district committees at the beginning of the financial year.

District

– “I assume that things are going in this direction,” said District Administrator Olaf von Löwis (CSU) in the district committee.

After ten years, he had another supplementary budget on the table.

The reason was a change in the distribution key for income tax.

“We are very early with our budget.

I would suggest that we discuss this at a later date in the future,” said CSU parliamentary group spokesman Christian Köck.

You can then make adjustments directly.

In the current case, the volume of the district budget increased by around 4.9 million euros due to the changes.

This was not yet foreseeable when the budget was drawn up in early autumn and passed in December.

Municipalities should also have planning security

Josef Bierschneider (CSU) called for advance planning for the municipalities.

As is well known, cities and municipalities - with the government's acquiescence - only pass their financial package in the first quarter of the current financial year.

“The decisive factor for us is what we have to pay in district levy,” said the mayor of Kreuth.

“The district should therefore not decide on its budget much later than before.” District treasurer Gerhard de Biasio, who in the past had always started concrete planning for the following year in August or September, considered it realistic that the preliminary advisory round table meets in December.

The district committee could then discuss it in January, and the district council would decide in February.

“The legislature clearly says that the budget must be passed before the start of the financial year, but the government would tolerate its adoption later,” he clarified.

In fact, it is easier for him to plan with reliable figures at the end of the year than with a forecast in August.

An exception with early consultations

In any case, the district is an exception with its early deliberations: 70 percent of Bavarian districts pass their budget in the first quarter of this year, 15 percent in the second quarter.

The district committee and district council approved the revised figures without discussion.

Apart from the current changes, the budget is developing as planned.

“It looks like,” reported the district treasurer, “that we can handle it as planned.”
