(CNN) - New York banned the term " illegal alien" when used "with the intention of degrading, humiliating or harassing a person," the city government said.

The city's new guidelines, announced last week, also prohibit discrimination against someone because of their English proficiency, as well as threatening someone to call immigration authorities "for a discriminatory reason." These violations can result in fines of up to $ 250,000.

The guidelines are for all public, employment and housing establishments, said the city's Human Rights Commission.

"We are proud to have worked with the New York Human Rights Commission to produce and publish this important guideline while fighting the federal government's rhetoric of fear and xenophobic policies that have threatened the health and welfare of immigrant communities," he said. The Department of Homeland Security defines "foreigner" as "any person who is not a citizen or national of the United States."

In a 29-page directive, the commission described the ways in which discrimination can be based on the "status of alienation and citizenship" and "real or perceived" national origin "of someone."

The commission listed hypothetical examples of violations, including:

A hotel that prohibits its cleaning workers from speaking another language because it would "offend" guests.

A landlord who threatens to call the US Customs Immigration and Control Service If an Indian immigrant family complains in a housing court, after finding mold and cockroaches in their home.

The store owner tells two people who speak Thai to "speak English" or "return to their country."

Earlier this month, a New York judge recommended that a landlord pay $ 17,000 after threatening to call immigration authorities for an undocumented tenant. The city's Human Rights Commission represented the tenant and filed a complaint on her behalf in January 2018, citing the owner's discrimination against her.

According to the judge's written report, some of the messages the landlord said included “HAVE MY MONEY OR I WILL CALL ICES [sic] THAT DAY. POINT ”and“ I REPORTED IT WITH IMMIGRATION, AND THEY KNOW THAT I AM THE OWNER AND I WILL GIVE THEM THE KEYS TO GO DIRECTLY FOR YOU ”.
