Two months ago, Israel released two Jordanian civilians, Haba al-Lebadi and Abed al-Rahman from Ra'i, who were arrested before Constantinov's arrest. Chief of National Security Staff Meir Ben Shabbat visited the same Jordan and conducted political talks with senior officials in the Jordanian kingdom to reach the agreement. At the same time, ISA chief Nadav Argman managed the security contacts of the affair. It should be noted that there are regular and urgent contact channels under the media radar.
