Syria's permanent delegate to the United Nations, Dr. Bashar Al-Jaafari, affirmed Syria’s rejection of some countries ’attempt to harness the legal mechanisms of the United Nations to become a tool for political pressure on specific countries, and also their refusal to enter these countries negatively in the path of the political process in Syria and impose an economic blockade on its people and obstruct the reconstruction process in it .

Al-Jaafari said during an open discussion session in the Security Council today under the title "Transitional Justice is the cornerstone towards preserving peace" that Syria affirms that justice was and will remain the cornerstone that was established by the United Nations seventy-five years ago in pursuit of the good, welfare and peace of the peoples of the world without discrimination Or selective, pointing out that the contents of Security Council Resolution No. 2282 of 2016 on which the concept note for this session is based confirmed that “preserving peace” is a goal and a process for building a shared vision of society that includes activities aimed at preventing, escalating, continuing, and renewing conflicts and addressing their causes The radical and move forward towards recovery, reconstruction and development.

Al-Jaafari pointed out that Resolution 2282 stressed the primary responsibility of governments and national authorities in defining priorities, strategies and activities implemented to preserve, advance and direct peace, but there are governments with political, economic and military influence that today exercise an unprecedented tendency to misinterpret the provisions of the Charter and the rules of work and procedures and breach them in an attempt to Imposing unilateral visions on international frameworks and guiding them in paths that serve the ability of these governments to interfere in the affairs of other countries, as well as these governments seeking to inject controversial concepts in a way that negatively affects the future of the international organization and its status It deepens differences and imposes an atmosphere of division and hostility on relations between countries.

Al-Jaafari pointed out that Syria, along with a large number of member states, warns of a milestone in which these governments can harness the legal mechanisms of the United Nations to become a tool for political pressure on specific countries by linking principles of justice to controversial concepts such as universal jurisdiction and the responsibility to protect.

Al-Jaafari said: With regard to the misleading talk of some delegates of member states on what is called "an independent and impartial international investigation mechanism in Syria," IIM, "Syria reaffirms, with legal evidence, that this mechanism was and will remain a stark example of breaching the Charter and the rules of work and procedures when the General Assembly used On the authority of the Security Council, it violated Article 12 of the Charter and adopted a decision to establish "IIM" despite the Assembly's knowledge in advance that the Security Council is exclusively concerned with dealing with the situation in Syria, and even ignored that its mandates specified in Articles 10, 11, 12 and 22 of the Charter do not grant them any right Or authority to establish an investigative body or A judicial organ or mechanism like this.

Al-Jaafari stressed that Syria, which is the country concerned, did not ask for any technical or technical assistance from the United Nations to establish such a body, as it possesses long-established national legal and judicial institutions and bodies that have the ability and will to achieve justice and accountability, free from these blatant interventions that seek distorted, vengeful, and not transitional justice. .

Al-Jaafari renewed a Syrian call to allocate a session to the Security Council to consider ways to hold certain governments directly or indirectly responsible for the influx of thousands of foreign terrorists to Syria from more than a hundred countries, including the European Union countries, and the necessity of these governments to shoulder their responsibilities in recovering their terrorists who have suffered killing and destruction in Syria Calling for serious consideration of a serious issue related to the attempt of some members of the Security Council to use it as a media platform for military alliances such as NATO and threats to use military force against UN member states from the Security Council platform on the maintenance of international peace and security .
