German police arrested 12 suspects on Friday for the establishment of an extreme right-wing organization to carry out attacks against politicians, asylum seekers and Muslims, the Federal Prosecutor's Office (GBA) said.

Prosecutors said four of the suspects formed a "terrorist organization" last September, met frequently and contacted each other by phone, forums and chat groups. They have not yet drafted a plan for immediate execution at the time of their arrest. The other eight members were arrested on suspicion of supporting the organization with money and weapons. According to the GBA, they wanted to wreak havoc and an atmosphere of fear similar to civil war.

"The organization's goal was to shake and eventually destroy the federal system's democratic system and social cohesion," prosecutors said. "In order to create conditions similar to civil war, unpublished terror attacks have been planned against politicians, asylum seekers and Muslims."

The German government launched last year's fight against extreme right violence in response to an increase in hate crimes. As part of new measures approved after the murder of a politician supporting immigration and terrorist attacks in the synagogue and Turkish food stall by an anti-Semitic terrorist, restrictions on firearm possession have been tightened and surveillance of hate speech has been intensified.

The government claims that 90 percent of the 1,800 incidents against Jews last year were carried out by right-wing extremists. Germany's Interior Intelligence Service estimates that there are some 24,100 radical right-wing activists in Germany, half of them violent.
