(CNN Spanish) -  This Sunday a Supreme Decree was published that establishes the guidelines for the restart of economic activities in a "gradual and progressive" manner. The quarantine in that country ends on May 10 as announced by President Martín Vizcarra weeks ago.

The authorities have recognized that Peru has not yet reached the peak number of those infected with covid-19, while the economy is currently operating at 44% of its capacity.

The Minister of Economy, María Antonieta Alva, said through her social networks that "health will continue to be the priority in this process" of reactivation.

The restart of activities consists of 4 phases and was approved by a Multisectoral Working Group made up of the Executive Branch, the Medical College, experts and workers, among others. The Minister of Economy pointed out that the sectors that will be reactivated in the first phase are those with the lowest health risk and the greatest economic impact.

In the first phase, the activities of the mining, industry, construction, services, consumption and commerce sectors will resume. However, not all activities in these sectors will start operating. For example, in the case of mining and industry, only large-scale mining and industrial fishing will be reactivated; in the case of construction, projects related to the National Infrastructure Plan will be restarted.

On the other hand, in the service and consumer sector, restaurants will operate again but only through home delivery or pick-up at the premises, and in commerce, electronic sales of household goods will.

The second phase will start in June and the third and last phase in August. According to the authorities, these phases will be under permanent evaluation in accordance with the recommendations of the health entities and each company must prepare a surveillance and control plan so that they can be supervised and controlled according to the provisions issued.
