According to the news, the Standing Committee of the National People's Congress has consulted the Hong Kong Basic Law Committee on many occasions. It has been brewing since the outbreak of the "Fugitive Offenders Ordinance" last year. Some of them have expressed different opinions. However, after the chaos in Hong Kong in the past October, especially the passage of the "Hong Kong Human Rights and Democracy Bill" by the United States, the Central People's Government felt that it was necessary to take action as soon as possible, and the September Legislative Council election was not the main consideration.
Article 23 still needs legislation
The source pointed out that there are different opinions within the Basic Law Committee, and has studied relevant legal provisions, including actions that are not covered by Article 23, that is, terrorist acts newly added to the current National Security Law. The news also pointed out that the Central Government has considered that 23 pieces of legislation have not been implemented, and the SAR Government lacks sufficient power to legislate on its own. In addition, many Democrats have lobbied in foreign countries to demand sanctions against Hong Kong. Hong Kong has become a major national security gap. The direct way is to fill the leaks in Hong Kong.
As for whether Article 23 still needs to be legislated, sources said that the Hong Kong version of the National Security Law may not cover acts such as treason, and the Hong Kong Government still needs legislation.
