The Education Bureau rarely publicly criticized the topic, demanding that the HKEAA cancel it, and instructed the working group to follow up. In addition to being used as an internal reference to improve the overall problem formulation and review mechanism, the report is also used by the working group composed of the Education Bureau and the HKEAA. Secretary for Education Yang Runxiong said at a special meeting of the Legislative Council last month that he still needs to carefully consider the members of the working group and the terms of reference. The assessment bureau refers to the members of the working group mainly from the Education Bureau and the assessment bureau, with the participation of industry representatives. The review includes the examination bureau's existing drafting and quality control mechanisms, the process of making historical test papers, and the preparation of the controversial test questions. And the selection process, whether there is any deviation from various guidelines, and the room for improvement of the existing mechanism. However, regarding the list of members of the working group, there was no response from the assessment bureau, only to inquire the Education Bureau.
