Building authority director Bernhard Schregle reported to the market council that "telephone inquiries" had shown that classic landscaping and horticultural companies would not plan such work.
Kindergarten playgrounds have different requirements, especially with regard to safety.
A survey of the site is also required.

Forstner countered that the problem had been known for over 20 years.
