A spokesman for the Food and Health Bureau said today (December 30): "Recently, there have been a number of confirmed cases in Wing Shui House, Lek Yuen Village, Sha Tin in a short period of time. Individual members of the public who have been in the relevant places may be at higher risk of infection. The government has issued a mandatory test announcement under Chapter 599J, compelling people who have been in the above-mentioned places during a specified period to be tested immediately."

Details of the persons subject to inspection are as follows:


Anyone who has been in Wing Shui House, Lek Yuen Village, No. 6 Lek Yuen Street, Sha Tin for more than two hours between November 29 and December 29, 2020 ( Including but not limited to residents, visitors and staff)

The person tested must be tested on or before January 1, 2012.

If the person under inspection has been tested between December 25 and December 29, he will be deemed to have complied with the mandatory testing announcement.

"Referring to recent experience, if the subject can receive a short message to confirm the negative test result after the test, the subject can be at ease and it can also facilitate law enforcement. Therefore, the government has updated the test method applicable to the mandatory test announcement , Which only includes testing methods that can send a short message to the tested person to confirm the negative result after the test. The community testing center located in the Lek Yuen Community Hall in Sha Tin will provide free testing services for residents and staff in Lek Yuen Village."

The SMS notification containing the test results must be kept

The person under inspection shall keep the SMS notification containing the test results, and provide the relevant SMS for verification when law enforcement officers request information about the person to perform the specified test.

The government stated that it will continue to make every effort to trace people who have been to relevant places and may be infected, and will seriously follow up whether relevant people have complied with the test announcement.

Any relevant person who fails to comply with the test announcement is a crime and is liable to a fixed fine of RMB 5,000 and will receive a mandatory test order requiring the person to be tested within the specified period.

Failure to comply with the mandatory testing order is a crime and is punishable by a fourth-level fine (25,000 yuan) and six months' imprisonment.

The spokesman pointed out that the government urges all people who have doubts about their health conditions or are at risk of infection (such as those who have visited places where an outbreak has occurred or have been in contact with confirmed cases) to be tested as soon as possible in order to effectively identify infected persons early.

The Food and Health Bureau will, depending on the development of the epidemic and the rate of participation in testing, make mandatory testing announcements for individual groups when necessary.
