The Hong Kong government has set aside $8.4 billion in public funds to purchase and administer the new crown vaccine to provide free injections for all Hong Kong citizens.

Private doctor quoted the Department of Health: Cannot give injections to non-Hong Kong residents
Because Fubitai vaccine needs to be thawed and diluted, it can only be vaccinated at the government's community vaccination center, and private doctors can only give Kexing vaccine.
Can non-Hong Kong residents get an injection?
A private doctor who participated in the government's vaccination program said that they have asked the Department of Health that they only accept injections from Hong Kong residents and those with consular corps ID cards, and cannot give injections to tourists or non-Hong Kong residents stranded in Hong Kong.

Government response: Two-way permit is not eligible
The Food and Health Bureau and the Department of Health responded comprehensively, stating that no matter private clinics or government vaccination centers, only four categories of people, including Hong Kong residents or consular ID card holders, are vaccinated; two-way permits are not eligible.
Qualified private doctors and clinics who participate in the vaccination program of the Department of Health can be subsidized. The first dose can receive 80 yuan subsidy, and the second dose can receive 120 yuan.
