Government response: Two-way permit is not eligible

The Food and Health Bureau and the Department of Health responded comprehensively, stating that no matter private clinics or government vaccination centers, only four categories of people, including Hong Kong residents or consular ID card holders, are vaccinated; two-way permits are not eligible.
