2. The proportional representation system in 10 districts will be changed to the dual-seat single-vote system in direct elections

In the election of the new Legislative Council, the methods used in the past for direct elections and proportional representation in the five districts have been changed.

In this election, the original five major constituencies were re-divided into ten constituencies. Each constituency used the "double-seat single-vote system" to generate two members. According to the law, candidates for regional direct elections must meet the following two nomination requirements at the same time. They must be nominated by no less than 100 and no more than 200 voters in their constituency, and no less than no less than in each sector of the Election Committee.
