It is difficult to know exactly what was said this week between Presidents Biden and Putin, but the danger of the Russia-Ukraine war must have been raised there.
Putin is threatening.
Biden tries to prevent.
Russia has already proven that the sanctions, regarding Dida, are "unpleasant, not terrible".
The previous Russian offensive took place more than seven years ago, against the backdrop of Ukraine's rapprochement with the West, and its desire to join the European Union and NATO. And contented himself with sanctions.
Putin now claims that NATO forces are conducting exercises in the Crimea, and that this poses a threat to Russia's western border.
NATO does not commit to anything. Putin also states that Ukraine was not an independent state in the past, and that it is an integral part of Russian history and culture.
Two months ago, US intelligence received the first reports of Russian preparations for an attack on Ukraine.
Already, some 90,000 Russian troops are concentrated on the Ukrainian border, and one of the options is that it is a ground invasion from three different directions, backed by massive air support.
Ukraine has a regular army of a quarter of a million soldiers, and sophisticated American equipment.
A Russian-Ukrainian confrontation will not give Russia an obvious victory, and will involve many casualties on both sides.
The war will begin this spring, according to the American media.
Apparently this is a moment that requires UN intervention, but the Russian veto right in the Security Council will prevent any such involvement. It is possible, perhaps, to reach decisions at the UN General Assembly, but their meaning is marginal.
So this is an American moment.
America probably has levers on Russia.
The question is what is the price of operating them.
This will probably be Biden's toughest test.
The only way to improve public relations.
It was the famous Jewish-American judge, Louis Brandeis, who said that sunlight was the best disinfectant, and he was right.
There are archival items that must be hidden, mainly so as not to harm the people (and their heirs) who helped us in the past.
But these cases are few.
