The points-based sports funding model was developed by the Budget Consolidation Working Group together with the Sports Department.

"Budget consolidation does not always mean saving, but also creating structures to improve transparency and sustainability," says the controller.

If all sports clubs skim off the funding possible for them, the city would spend a good 30,000 euros more.

Grants between 150 and 14,400 euros are possible. How much a club can get depends on the number and structure of members and the use of sports facilities (see box). “Most of them don't drive any worse as a result,” says Schmid. The ESC and the swimming and water sports clubs are exempt from the regulation because they have separate agreements. As Schmid explained, the athletes still have to submit applications that are granted via a funding notification with verification. In addition, the city wants to link funding to certain activities, such as cooperation with schools or offers for senior citizens. “The money shouldn't just be picked up,” says the controller. The needs in the city also have to be met. Special funding should be possible for club-related investments over 5000 euros.

Smaller clubs should also benefit from sports funding

The Budget Consolidation Working Group expects the new procedure to have some advantages.

"All sports clubs are evaluated according to the points model and thus treated equally," said Schmid.

It should also be an incentive for smaller clubs and fringe sports that have not yet submitted any applications.

And the city can strategically plan its budget much better.

The points model appealed to the members of the committee. They unanimously recommended that the city council approve the new sports funding. Gerhard Meinl (CSU) emphasized that the city spends a total of 1.5 million euros every year on sport. The working group deliberately did not affect the waiver of usage fees for sports facilities. "We have limited ourselves to the principles of fairer and more transparent, as well as promoting and demanding," said the Third Mayor. But it must also be clear that there cannot be ultimate justice.

When Heiko Hawla (FDP) asked whether qualified trainers should also be taken into account when awarding points, Mayor Michael Müller (CSU) referred to the sports development plan.

It is currently being updated.

"We can still tweak such adjustment screws here," said the town hall chief.

His suggestion, however, would be to start with the model presented.

The high investments for indoor swimming pools and ice rinks could not be taken into account there either.

Martina Raschke (Greens) said this to other sports for reasons of justice.

The point system

For 0 to 25 points there are 150 euros;

26 to 50: 300 euros;

51 to 100: 600 euros;

101 to 200: 1200 euros;

201 to 500: 2400 euros;

501 to 1000: 4800 euros;

1001 to 2000: 9600 euros;

from 2001: 14,400 euros.


The award of points depends on the number of members.

There are two points for adults, three points for young people up to the age of 18, as well as senior citizens and members with disabilities.

In an anniversary year (every five years) a club receives 25 points.


The use of sports facilities is rewarded positively with points if a club operates its own sports facility (tennis court: 100 points).

If a club uses a municipal sports facility, points are deducted for this (club house, gym and soccer field each 100 points; stadium 400 points).
