He said that he noticed that some houses in the outlying islands have a worse living environment than sub-districted houses, such as shacks and squatter houses that lack sewage collection systems and communication equipment. He believes that the government should put people first and do a good job in infrastructure and district supporting facilities. There is a basic need for people to live in. Chen Xuefeng said that Hong Kong has long been planning based on the proportion of the population. It will only strengthen transportation facilities when there is enough population to live. Improving people's livelihood can help ease social tears

Rooted in the region for more than 20 years, he served as a district councilor for the Central and Western District for the first time in 2008 and was re-elected twice until the anti-regulation storm struck in 2019. Chen Xuefeng lost to the Civic Party Huang Jianjing and lost his seat as a district councilor.

Looking back on the anti-amendment legislation, he used to collect public opinion and publicity methods for the DAB to be more traditional. It mainly contacted the public through street stations, home visits and offices. However, the anti-amendment legislation largely controlled public opinion through the Internet. The establishment should keep up with the times. Going forward, strengthen communication with the public through the Internet, collect opinions from the public and channel the sentiments of the people.

Chen Xuefeng's opponent, Ye Liu Shuyi, won 60,000 votes on Hong Kong Island last term and became the "post-vote" in direct elections in Hong Kong.

He described Ye Tai as a well-known "Super Expo" and he has read his political platform. The content is as comprehensive as the "Chief Executive's Platform". His advantage lies in the DAB's regional network, with offices in various districts and close contact with the public. As for Fang Longfei, Chen Xuefeng said that he was not familiar with him, but he felt that his understanding and discussion of policies needed to be strengthened.
