Assistant Finance Minister Manhal Hanawi confirmed that the three legislative decrees issued by President Bashar al-Assad today related to raising the salaries, wages and compensation of civil and military workers and pension holders follow a specific time series based on bridging the gap as much as possible between salaries and prices and improving the living conditions of workers.
Hanawi explained in an exclusive interview on Al-Souria channel that the current ceiling for the salary of the first category was 120,360 Syrian pounds, and after the increase, it became 156,470, and the lowest starting salary for a worker in the fifth category became 92,970 thousand Syrian pounds, indicating that the executive instructions for the decree, payrolls and wages will be issued tomorrow, and the minimum will be determined in them. And the highest ceiling for each category.
Regarding calculating the compensation granted under the laws and regulations in force on the basis of the salaries and monthly wages enforced on the date of performing the work, Hanawi stated that the compensation is a percentage of the salary that was previously calculated on the basis of salaries and wages in force on 30-6-2013, but now, according to the new decree, it is based on the current salary Thus, it is a quantum leap in compensation.
And he said: “If we talk with a simple example about compensation for the salary of the first category ceiling, it is 38800. If the worker receives a compensation rate, for example, 10 percent before this decree, it means 3880 pounds, but now if the current salary is one hundred thousand Syrian pounds, and the compensation rate is 10 percent, he receives 10,000 Syrian pounds, and this An additional and good advantage, noting that the lump-sum compensation in certain amounts will be reviewed according to the work of each party, until it rises in a way that leads to an increase in the worker’s income.”
He continued, "There are compensations granted to workers in the state at rates of 10 or 15 percent, according to the legislative instrument of each party, and this compensation is calculated on the lump sum salary according to the specified percentage," noting that the new decree included all compensation.
In turn, the Director General of the General Organization for Insurance and Pensions, Basem Al-Jaja, pointed out that Legislative Decree 30 granted pension holders, both military and civilians, an increase of 25 percent of the retirement pension, and it included all segments of retirees at the General Organization for Insurance and Pensions and the Social Insurance Organization, and this increase is distributed according to the pension systems of the heirs allocated to it. Pointing out that this decree includes partial disability pension holders of civilians who have reached the age of sixty and over on the date this legislative decree comes into force, who are not enrolled in work and do not receive another pension from any insurance agency.
Regarding the mechanism for disbursing the pension, Al-Jaja said, “We have several mechanisms, including the current account and an automatic teller machine, in addition to pension books or check books, and now we have introduced a new service, which is the service of delivering the pension to homes, “your pension to your home” in addition to the arrest through the post office.
