MK Shlomo Karai (Likud) submitted a bill this week, which stipulates that all law enforcement workers will undergo a periodic polygraph examination to prevent leaks and other acts

Qara also submitted a new bill, which seeks to compare the GSS, the Mossad, the IDF and senior police officers to employees of the law enforcement system.

Under the proposal, all employees of the Advisory and Legislation Division in the Ministry of Justice, including the Attorney General and his associates, and all employees of the State Attorney's Office, including the State Attorney and his associates, will perform periodic polygraph examinations to detect acts that cause serious breach of public trust. The explanatory memorandum to the bill states that "all employees of the Advisory and Legislation Division in the Ministry of Justice, including the Attorney General and his associates, and all employees of the State Attorney's Office, including the State Attorney and his associates, shall be examined with a polygraph device once every two years."

The proposal further explains that "the polygraph examination will include questions concerning the violation of laws, regulations and civil service regulations, including questions concerning the leakage of information to unauthorized sources."

According to the proposal, the General Security Service will conduct the polygraph examination and prescribe instructions for its implementation with the approval of the Knesset's Constitution, Law and Justice Committee.

It was also stated that on January 1 of each year, the Civil Service Commissioner will submit to the State Audit Committee of the Knesset a general report on the implementation of actions under this law.

"Low trust in the system"

MK Qarai told Israel Today that "public confidence in the law enforcement system is very low.

This is due, among other things, to incessant leaks, selective enforcement, advancing personal agendas as part of the considerations for filing indictments, and more.

Such a controlling and deterrent mechanism is necessary to strengthen this system.

"Currently, senior members of the General Security Service, the Mossad and the Israel Defense Forces undergo periodic inspections, similar to what is proposed in the bill. The police ordinance also requires senior police officers to undergo a polygraph (routine and appointments) "The Advisory and Legislation Division in the Ministry of Justice is exempt from this."

Meanwhile, in an explanation attached to the bill, MK Qarai further emphasizes that he believes that most people in the law enforcement system are decent and that the move will increase trust.

Proper public conduct

"In the confidence that the vast majority of workers in these systems are honest people who act according to the law and maintain proper, dignified and democratic public conduct, the bill will help increase public confidence in these systems."

It should be noted that a polygraph test is a test that aims to check and evaluate the reliability of the subjects' answers and statements, or to discover certain information or the presence of information in the subjects.

The test is done based on the psychophysiological responses of the subjects during the test, as recorded by the polygraph machine.
