The list compiled is based on the Border Police's recommendation to classify all 14 localities in the Jerusalem Envelope and the Mishor Adumim industrial area as frontline localities, ie with a high level of threat. To the Border Police, more than 20 years after the government decided to do so. Until then, the Border Police had recently informed the localities that they were removing their responsibility from them, and in response the Benjamin Council petitioned the High Court.

In 2001, the government decided to implement the Jerusalem Envelope plan, and in April 2006, the government decided to divide the responsibilities and borders between the Border Police and the IDF, so that the security responsibility for the envelope settlements would be transferred to the Border Police. It was agreed that staff work would be carried out regarding the transfer of all security components in the IDF localities to the police, including the required resources.

In July 2017, the IDF held a hearing to which no representatives of the Border Police and the police were invited, and at the end of it, it was decided to change the classification of these localities, from front to rear.

Even today, senior Border Police officials criticize the unilateral decision, which does not correspond to the reality on the ground, and say: "The IDF has hit the enveloping localities over the years."

The change in classification led to a continuous cut by the IDF in the security components in the localities. That there was no state budget, the move was again postponed.

In light of this, the Border Police in the Jerusalem Envelope recently informed the localities that they were removing their security responsibility. Thus, for example, the Border Police refused to sign a letter of appointment for a new Rabshakeh in Anatot, Intrusion into a locality, arguing that it is not its authority.

"Abandon the residents"

In the Binyamin Council, headed by Israel Gantz, petitioned the High Court demanding the intervention of the relevant authorities.
