The Prime Minister, Engineer Hussein Arnous, affirmed that the government is trying, through any savings achieved in the budget, to improve the wages and compensation of workers in the state despite the economic reality and the conditions that Syria is going through as a result of the unilateral coercive measures imposed on it, noting that the reality of production and export this year is better than last year. .
Engineer Arnous said in his speech during the General Conference of the Engineers Syndicate: “What concerns everyone today is the economic reality, oil derivatives and electricity, because any problem that affects these sectors is reflected in all sectors, whether industrial, agricultural or transportation, and after a few days the import of oil derivatives is not as we wish. But we will return to what we were during the previous period, where we were distributing six million liters of diesel and four million liters of gasoline per day, and the shortage that every citizen felt will be filled.”
The Prime Minister stressed the importance of handing farmers and farmers over the wheat season to government centers to enhance stocks and secure the local need for the material in light of the high global prices, pointing out that the government is making every effort to receive this vital season for the national economy.
Engineer Arnous clarified that the government seeks to move the production process by providing facilities for small and medium projects and opening the ceiling of loans, as the amounts are disbursed from banks according to the implementation rates, stressing that the size of small projects is in great development and focus on agricultural projects in all its forms, especially agricultural manufacturing, noting Engineers have a role in moving the market by carrying out industrial projects according to the components of each governorate, and they also have an important role in rebuilding and reconstruction, which requires the awakening of all their energies.
The Prime Minister affirmed that all the propositions in the conference will be the focus of attention and follow-up by the government, indicating that soon there will be a decision to sort the graduate engineers.
Soon, generating sets will be put into service, which will contribute to improving the electricity situation.
Engineer Arnous said that the exceptional circumstances the country is going through require exceptional decisions to secure basic materials and commodities in the local market and to ensure that no material is interrupted, taking into account the available capabilities in light of the unjust economic siege and the theft of national wealth from oil and wheat by the American occupation and its tools.
In a press statement, the Prime Minister pointed out that everything that resulted from the engineers conference will be the focus of the government’s attention, like all conferences of federations and unions, and said that “engineers are leaders in work and production sites, and their proposals related to the profession or related to economic and living affairs were constructive and positive and will receive follow-up.”
For their part, the engineers demanded the need to work on recruiting graduates of young engineers, regardless of their rates, to prevent their emigration, re-examine the local administration fees related to hygiene and building permits, and expedite their granting, and to maintain the level of projects and their implementation in various sectors.
During the meeting, the participants demanded a reconsideration of the state workers law and its replacement with a job description law, increasing incentives, obligating public authorities to implement the legislative decree regulating the engineering profession, creating a fund in government institutions that distributes its revenues to engineers studying projects, and the need to move to investment in informatics engineering, support engineering units in state ministries, and transfer of exchanges. Regulatory institutions in the public sector to real estate interests.
In the context of their response to the engineers’ questions, the Minister of Local Administration and Environment, Eng. Hussein Makhlouf, confirmed that Financial Law No. 37 related to administrative units has fees of only one percent of the property value, but what has increased is the value of real estate, which contributed to the increase in the value of fees. He said: “All fees that are collected under it. Transfer to the treasury of administrative units to implement service projects.” Makhlouf indicated that the ministry will soon issue a procedures manual for administrative units, according to which building licenses will be granted without delay, explaining that the sorting of engineers is carried out from the work center and no local council head can interfere in that.
For his part, the Minister of Electricity, Engineer Ghassan Al-Zamil, revealed that the ministry is in the process of preparing a renewable energy law, which is in its final stages.
