The revision of the Shatin Outline Zoning Plan mainly involves the rezoning of the Fo Tan Sui Fai Factory Building from "Industrial" to "Residential (Group A) 8", and stipulates that the building height is limited to 140 meters above the main horizontal basis.
The redevelopment project has a plot ratio of about 6.7 times. It is proposed to build two residential buildings, providing about 1,360 public housing units and a population of about 3,700 people. The estimated completion date is 2031.

Opponents believe that the 1,360 units provided by the above-mentioned Suihui Factory Building after the reconstruction are insignificant for the supply of new housing, and they believe that the industrial building should be retained. and SMEs in the creative and arts industries, redevelopment projects will stifle industry development.

However, the Planning Department believes that the Government is adopting a multi-pronged land supply strategy, and also points out that the HA has completed a feasibility study on the redevelopment of its factory buildings (including the Sui Fai Factory Building) for public housing use in 2021.
The Planning Department also pointed out that the internal floor area of the Sui Fai Factory Building is about 427,000 square feet, accounting for about 3 to 4% of the total industrial floor area of the entire Fotan Industrial Zone.
Therefore, the Planning Department stated that it would not accept the objection representations from environmental groups, Shatin District Councillors and the tenants of the Sui Fai Factory Building, and considered that the Outline Zoning Plan should not be revised in accordance with the representations.
