The district now wants to remedy the situation with a multi-storey car park and is relying on a PPP model.

The view of the Erding Clinic will soon be different: a five-storey car park is being built here.

Erding - There are often bottlenecks not only in the Erding Clinic, but also in front of it: 760 parking spaces are available north and west of the hospital.

They are often completely occupied for hours, especially in winter.

That's why the district wants to build a five-story garage in the parking lot between the clinic and the bus station.

In all likelihood, however, he will not be able to do this himself, but will hire an investor.

The public-private partnership (PPP) model presented to the district building committee sparked a debate.

In the end, the Green Councilors Dominik Rutz and Maria Feckl voted against the PPP car park model.

They had wished for bus service to the hospital to be strengthened.


The district has experience with PPP models: this is how the training center for healthcare professions came about.

This is how it works: An investor builds and looks after the car park for 25 years and receives a lump sum payment from the district every year.

The district is always the owner, after the contract period it is fully the responsibility of the client.


In the committee – the decision in principle for the construction has already been made – it was now a question of deciding in favor of the PPP model.

This procedure must be meticulously justified before the government of Upper Bavaria.

According to District Administrator Martin Bayerstorfer (CSU), this is supported by a significantly lower financial burden on the district.

The operator model, which has been in place for a quarter of a century, also ensures that the building and management is of high quality.

Because bungling would be at the expense of the investor.


The district wants to work again with the company Goldbeck, an expert for parking garages - including at Munich Airport.

Goldbeck also realized the nursing school in Erding.


There are currently 760 parking spaces at the clinic, clearly not enough, as Bayerstorfer and hospital director Dr.

Dirk Last emphasized at the meeting, especially at peak times and in winter.

In addition, according to the district administrator and Last, the intention is to expand the clinic and expand outpatient and inpatient care.

So the shortage is likely to increase.


The multi-storey car park would offer 500 additional parking spaces.

175 would be removed to make room for the parking garage infrastructure.

Almost 1100 vehicles could then be accommodated.


Axel Müller from the Munich engineering office rheform calculated the advantages of the PPP model for the district councillors.

He spoke of a seven to twelve percent cost advantage.

An investor can bypass the public tender.

He assumes that the PPP model will cost 15.2 million euros for construction and operation.

If the district were to build it itself, it would cost 16.4 million euros.

There is also a gain in time: Müller calculated a planning and construction time of 15 months for the PPP model, otherwise 21 months.

The annual burden is 520,000 euros in the first case and 540,000 euros in the other.

However, Müller acknowledged imponderables due to the high construction costs.

However, he believes "the tip is broken".


Feckl pointed out that the hospital "but then the income from the parking business will be lost".

Bayerstorfer and Last agreed.

The latter admitted "that we would very much regret it".

The district administrator, however, pointed out that the clinic would then no longer have to manage the areas, which would save costs.

The debate revealed that the operation could also be transferred to an investor, then the district and clinic would no longer have any expenses, but no income either.

It will later be clarified whether employees can still park for free.

In the event of an award, the district would have to step in on behalf of the workforce.

It is not yet clear whether the fees will be increased.


Ferdinand Geisberger (CSU) said: "We have to take into account that many parking spaces will be lost during the construction period."


Georg Nagler (SPD) inquired whether Stadtwerke Erding could build the multi-storey car park.

Bayerstorfer quoted the municipal utility as saying that he was not able to cope with this effort.


The district administrator replied to the basic criticism of the Greens by pointing out that "the city demands more parking spaces as soon as we expand." And it is now a fact that only a few employees, visitors and patients come by bike.

The same applies to public transport in the health sector.
