The coalition members are up to their necks in the current phase of legal reform.

Those directly concerned are Prime Minister Benjamin Netanyahu, Minister of Justice Yariv Levin, Chairman of the Constitution, Law and Justice Committee MK Simcha Rotman, and MK Moshe Saada.

As of today, although the details have not yet been finalized, those involved have marked the direct path to the completion of the reform, including its next phase, which is expected to be no less dramatic and explosive.

For the first time, this phase will directly affect the Netanyahu trial, which is ongoing these days and which may also be decisive in his personal affairs.

There is already a timetable: in a little more than a year, by the end of the next winter session, the legal reform in all its parts should be finally passed by the Knesset plenum.

subordinate to the government

According to the plan, the second phase will be conducted like the first phase.

A series of laws will be placed together on the Knesset table and brought for approval by the plenary and a combined discussion - on all of them together - in the Constitution Committee.

While the first phase included mainly the court, the second phase will include the other bodies charged with "shaking" and hacking systems within the Ministry of Justice.

Internal discussions indicate that after the completion of the first phase - which includes the overreaching clause, the cancellation of the reason for reasonableness and the change in the composition of the committee for the appointment of judges - the second phase will include another package of legislation, and no less significant.

The Attorney General's Law, which states that the legal advisors of government ministries are directly subordinate to the appointing minister; the Attorney General's Law, which will split the position of the Attorney General and result in the head of the prosecution system in the country being appointed by the government (and able to allegedly change the charges in Netanyahu's files), even if there are The ombudsman and the state attorney are subordinate; and the "Mash Law" - the law initiated by Saada, which will remove the police investigation department from the state attorney's office.

Its head will be appointed by the Minister of Justice, and his powers will include the investigation of the senior prosecutors themselves.

In between, hidden within the complete reform is another step.

It does not require legislation, nor even a regulation: the appointment of a new president to the Supreme Court, who could, among other things, influence the outcome of the trial.

In about six months, the current President of the Supreme Court, Judge Ester Hayut, will finish her post, and the seniority system will lead to Yitzhak Amit entering her shoes.

The committee for the selection of judges, which after the legal change currently underway will be based on a majority for politicians from the coalition, will appoint another judge according to the plan.

It is not yet known about a specific candidate, but it will probably be a lawyer whose worldview is similar to that of the coalition members.

You won't be fired, go alone

The lateral impact on the legal system and law enforcement agencies is completely clear.

Key officials who concentrated all the power in their hands will become a kind of insignificant officials.

The legal adviser to the government will not be authorized to decide anything, and her entire role will be to issue legal opinions.

MKs in Likud and the right-wing parties have said emphatically in recent times that in light of her conduct, the government should fire Beharev-Miara. This demand was joined this week by the "If You Want" movement, which sent a letter to the prime minister calling for her to be fired immediately.

Netanyahu and Levin are in no hurry.

They know that Rabbi Miara will go alone.

If not during the legislative process - then immediately upon its end, at the moment when all her powers and source of power will be taken away from her.
