Another scandal broke out in Hong Kong's public works projects. Last Saturday (18th) during the drilling of the T2 trunk road and the Cha Kwo Ling Tunnel Project, a hole was suspected to have appeared on the seabed, causing the materials in the pipeline, together with the sea water, to be separated from the Cha Kwo Ling seaside. About 20 meters above the sea, jetting out like a fountain, some citizens took a video and spread it wildly.

The Civil Engineering and Development Department stated on Friday (24th) that the engineering team has conducted a comprehensive inspection and there is no abnormality or leakage in the tunnel, which will not affect the safety of the tunnel structure.

The department stated that the excavation work of the relevant tunnel boring machines has been suspended, and the engineering team will carry out follow-up backfilling work in the next few days. The tunnel boring will be resumed after careful review of the situation.

The department did not explain why it did not notify.

The reporter went to the area where the incident occurred on Friday morning. Workers were working as usual, and people came in and out of the site from time to time.

As for the surface of the sea where the "fountain" once appeared, there is no abnormality, and it is believed that the sediment of that day has dispersed.

According to sources, the incident happened at around 10:00 am last Saturday. The contractor used a tunnel boring machine (TBM) to carry out drilling works for the T2 trunk road and the Cha Kwo Ling Tunnel in the waters outside Cha Kwo Ling Road. At that time, it was suspected that the seabed was perforated, causing airflow to enter, and the thickness of the soil on the seabed could not bear the relevant pressure, causing

bentonite slurry to spurt out, forming a phenomenon like a spring.

The Civil Engineering and Development Department stated that the T2 trunk road and the Cha Kwo Ling Tunnel are a two-lane two-way tunnel, and the mud seepage incident occurred in front of the tunnel boring machine for the eastbound pipeline.

The department stated that the engineering team took immediate contingency measures after the incident and stopped the seepage of muddy water in a short period of time; the team investigated the incident immediately and initially believed that the muddy water came from a vertical grouted and backfilled early geological exploration hole near the drilling machine Seepage, the incident did not involve the interior of the tunnel.

The department stated that the engineering team has conducted a comprehensive inspection and there is no abnormality or leakage in the tunnel; no one was injured in the incident, and the safety of the tunnel structure will not be affected.

After the incident, the excavation work of the relevant tunnel boring machines has been suspended, and the engineering team will carry out follow-up backfilling work in the next few days. After careful review of the situation, the tunnel boring will be resumed.

Relevant investigation work continues.

The department said that the incident would only temporarily affect the construction and would not lead to overrun of the project.

The project is expected to be completed in 2026. The target remains unchanged.

In terms of water quality, the Department has arranged for an environmental team to take seawater samples for testing, and the results show that the water quality meets the target.

The T2 trunk road and the Cha Kwo Ling Tunnel are a two-lane two-way trunk road about 3.4 kilometers long, connecting Kai Tak and Lam Tin, of which about 3.1 kilometers are tunnels, which are expected to be completed in 2026.

The project contractor is Bouygues Civil Engineering, and the consultant company is Ancheng-Maijin joint venture. The total contract price is 10.918 billion yuan.

According to the information of the Land and Development Department, since the project involves the construction of the main road under the seabed of the Kwun Tong Typhoon Shelter, a drilling and excavating machine is required. The front of the machine is equipped with a rotary cutter head and can be drilled at a depth of more than 40 meters below sea level. Deep operation.

In addition, each machine requires more than a dozen engineers to operate. The department emphasized that "there is a 24/7 monitoring system to collect real-time data during the construction process to improve safety and construction efficiency."

The Land Development and Development Department and the Bureau of Health Promotion have developed a tunnel quality inspection system that is 5 times faster than the naked eye.
