The Joe Biden administration holds former President Donald Trump largely responsible for the chaotic withdrawal of US troops from Afghanistan in 2021 in a 12-page document released Thursday summarizing the secret investigation carried out by the State Department and the Pentagon.

The full report was released to Congress but is top secret and will not be released.

In the summary, the Biden Administration assures that its actions were "severely constrained" by the decisions made by its predecessor.

The 12-page report, released by the White House, condenses the findings of the hot review of US policies after the end of the longest war ever waged by the United States, and includes few admissions of responsibility by Biden in one of the darkest and most tragic episodes of his presidency.

When Biden arrived at the White House (in January 2021), the report says, "the Taliban were in the strongest military position they had been in since 2001, controlling or contesting almost half the country," and the options of the president were "severely constrained" by Trump's past actions.

The troop withdrawal came just half a year later, in August 2021.
