The President of the European Commission, Ursula von der Leyen, will not arrive empty-handed on Tuesday 9 May in Kiev, where she will celebrate Europe Day with President Zelensky. The EU executive has just finalised the eleventh package of sanctions against Russia. It has been transmitted to the Twenty-Seven in recent days and will give rise to a first exchange between the ambassadors of the European Union (EU) on Wednesday. There can be no green light for the new restrictions envisaged without the unanimity of the Member States.
Whether it sanctions new Russian entities and individuals, expands the scope of restricted technologies or strikes new Russian-led media, this new package of measures focuses on circumvention of previous sanctions.
