New documentation by Regavim reveals that there is an extensive Palestinian pirate industry in Samaria in the area north of the settlement of Scopus. Bergavim claims that this is "double lawlessness," since not only were the workers themselves established illegally, they also operate without supervision and in disregard of any standard mark – and there is a danger that they will spill over into the Israeli market.

According to Regavim, new and illegal industrial plants have recently been built in the northern Scopus area, near the settlement of Scopus and the Arab village of Jayyus, producing detergents, bleach and fabric softeners, as well as disposable products.

From the documentation that was exposed, it can be seen that production itself takes place under substandard conditions and without supervision or control at all. Workers there testified that the products are sent to villages in the area and are also marketed to Qalqilya, which is an Israeli shopping center.

According to the movement, the area on which the factories were built is designated for expanding the community towards Karnei Shomron, and is currently subject to massive illegal Palestinian construction.

Moshe Shmueli, coordinator of Judea and Samaria at Regavim, said: "The situation attests to double lawlessness – the complete turning a blind eye on the part of enforcement agencies to illegal construction on a huge scale and also to illegal production of products. No one has any idea what the products are made of and they obviously don't meet any standards and no one talks about the environmental pollution that the manufacturing process causes."
