The writing regarding the attack in Ma'ale Adumim was smeared with blood on the wall, since it was not the first, second or even third time that a Palestinian with a work permit carried out a serious shooting attack. But for some reason we refuse to internalize the method and do not make the necessary adjustments. Time and time again, we are caught with our pants down and amazed when a Palestinian whom Israelis knew well turned against them.
Over the past year there have been quite a few terrorist attacks under the guise of a work permit. In the shooting attack in the Ariel industrial zone, a terrorist with a work permit murdered three Israelis in a crazy killing spree, in the attack at the gas station in Mikhmas, a smiling worker Marmi Levy ran over a female soldier and seriously injured her, and during Operation Home & Garden in Jenin, a terrorist posing as his brother with a work permit came and ran over Israelis in Tel Aviv, killing a fetus in the stomach of his mother.

Despite the fact that the writing is on the wall and in screaming red, the blood of Israelis who were injured and murdered in the same way, there are no significant changes in the way security forces act in granting permits to additional Palestinians. Time after time after an attack in such a manner, they report that they will act on the issue, but it seems that there are no actual actions. The attack is forgotten, the coverage ends, and everything returns to normal until the next murderous attack.
A recent report we published shows that dozens of illegal aliens have been arrested inside Israeli cities on suspicion of nationalist activity. In Judea and Samaria there is not a single checkpoint, and a terrorist can reach Jenin or Nablus, acquire an assault rifle and return to the entrance to the community where he works. If the security guard is not alert enough, he can carry out an attack with unacceptable ease.

For this reason, the decision of the Ma'ale Adumim municipality is understandable, in an unprecedented step to close the entrances to the city to people who are not local residents. This is the second time a terrorist has attempted to carry out an attack in Ma'ale Adumim. Last time it was the terrorist who murdered soldier Noa Lazar, who encountered a determined security guard. This time luck did not strike twice. Although it is clear that such a policy cannot be implemented over time, one can understand the municipality's feeling that it is impossible to know who is a terrorist and who is an innocent civilian.

Every person in Judea and Samaria and inside the Green Line should know clearly: As long as there is no change in policy, as long as there is no more comprehensive examination of who is the Palestinian who entered a town or city, it is only a matter of time before the next attack. Weapons abound, security guards who are not alert enough are not lacking, and the feeling that a Palestinian who received a work permit in a settlement or inside the Green Line is not dangerous is false.
