It is one of the most important settlements for the region in a long time: semiconductor manufacturer TSMC is building a new plant in Dresden. Skilled workers are also needed for this. But Saxony has a plan for this.

Dresden/Taipei – For Saxony, Germany and Europe, it is to become an essential building block in the fight against dependencies: The new plant of TSMC, the world's most important manufacturer of semiconductors, is being built in Dresden. Construction of the factory is scheduled to begin in the second half of 2024, with production scheduled to start by the end of 2027. The aim is to create around 2000 new jobs.

Speaking of jobs, the main problem of the Taiwanese company will probably be to fill all these positions. The shortage of skilled workers, especially in the IT and engineering sectors, is making itself felt. TSMC has already had to postpone the start of production of its new plant in the USA by one year. Staff shortages were also cited as the reason. But the state of Saxony wants to take massive action against this: From now on, millions will be invested in the training of specialists for TSMC.

500,000 euros per year for German students

To this end, the Saxon Ministry of Science, together with TU Dresden and TSMC in Taiwan, signed cooperation agreements on Tuesday (19 September). From now on, massive investments are to be made in the training of skilled workers: Relevant courses of study are to be adapted so that students are taught the content that would be important in later work for TSMC. More courses of study are to be offered entirely in English so that more young people from abroad come to Dresden. And: every year, students should have the opportunity to go to Taiwan for half a year. All this is paid for by the state of Saxony, with 500,000 euros set aside per year.

For this reason, a liaison office of the university has now been opened in the Taiwanese capital Taipei, where hundreds of German students are to be supported during their stay abroad in Taiwan in the future. The Saxon ministry finances this stay, of which three months are part of the program as an internship at TSMC.

At the opening of the office on Tuesday, the Rector of TU Dresden, Ursula Staudinger, was in Taipei. "TSMC has learned from the experience in Arizona. That's why TU Dresden wants to participate in the development of cultural onboarding for TSMC," she said on site. "I hope this will be the beginning of a very fruitful cooperation."

The first cohort of German students is scheduled to fly to Taiwan as early as next summer semester – i.e. in spring 2024. According to the TU, those who are allowed to participate in the semester abroad have not yet been selected. But a decision should probably be made soon. In the future, the ministry hopes that the number of participants can be increased to "100 high-performing students per year", as the Saxon ministry announced on request. That's what the funds are for, according to the Ministry of Science.

Other Saxon universities are to follow soon

In addition, the offer will not only be limited to students of the TU Dresden in the future: There are at least eleven other universities - for example in Leipzig or Chemnitz - that already offer the necessary courses of study for TSMC. It is not yet clear when exactly the program will be extended to these universities. However, TU Dresden wants to tackle the coordination "in the next few weeks". So once the project is underway, students from these universities could also benefit from a stay abroad.

With this project, the state funds that are spent directly and indirectly on TSMC will increase significantly again. For the settlement in Saxony, the semiconductor giant already receives five billion euros in subsidies from the federal government.
