White House national security spokesman John Kirby said Friday that there is a "basic framework" for a normalization agreement between Israel and Saudi Arabia, the Saudi-owned Al Arabiya media network reported.
"In my opinion, all sides have put together a basic framework with which we can proceed with an agreement," Kirby told reporters by phone, noting that Washington was still wary of revealing the details of the emerging agreement to the public. "As with any complex arrangement, everyone will have to compromise on a number of issues."
"The agreement will benefit the national security interests of the United States and all countries in the region," Kirby said, adding that one of the most significant motives for normalization is the Iranian threat to the United States, Saudi Arabia and Israel.
However, Kirby qualified his remarks, clarifying: "There is still no final deal – until there is full agreement, negotiations continue."

US President Joe Biden and Prime Minister Benjamin Netanyahu agreed at their meeting in New York last week that the Palestinian component of the agreement with Saudi Arabia would be based on the principle of preserving the ability to reach a peace agreement between Israel and the Palestinians in the future, according to a senior Israeli official and a source familiar with the details.
The White House has made it clear to the Israeli government that it will have to make significant concessions to the Palestinians as part of the package deal that will also include normalization between Saudi Arabia and Israel. Secretary of State Blinken claimed that the Saudi leadership had made it clear to him that the Palestinian issue would play a central role in any future deal with Israel.
In the first, Saudi Arabia notified the International Atomic Energy Agency that it was withdrawing from an old inspection agreement aimed at countries that possess small quantities of nuclear materials known as the Small Quantities Protocol (SQP). In addition, the Saudi energy minister said today in a speech addressing the IAEA General Conference that his country intends to build a nuclear power plant, noting that Saudi Arabia is committed to cooperation with the agency and to the principle of full transparency regarding its nuclear program.
