Response to the riots: Interior Minister Moshe Arbel sent a letter today (Sunday) to the heads of the local authorities asking him to act in accordance with the Attorney General's directive regarding gender segregation at cultural events.
The guidelines state that the phenomenon of the exclusion of women in the public sphere is a serious phenomenon that requires active government action to eradicate it. However, "there may be special contexts in which gender segregation is possible for certain public purposes." "If a local authority wants to hold a gender-segregated event for an interested public,
it must meet two conditions. First, the local authority must be convinced that the public for whom the event is intended, or a significant part of it, will refrain from participating in it, in the absence of planned gender segregation. The second is the justification for holding the event with gender segregation taking into account the nature of the event, its degree
of vitality, the existence of a reasonable alternative to it, and the needs of the public that may be harmed by the separation."
