"If a local authority wants to hold a gender-segregated event for an interested public,
it must meet two conditions. First, the local authority must be convinced that the public for whom the event is intended, or a significant part of it, will refrain from participating in it, in the absence of planned gender segregation. The second is the justification for holding the event with gender segregation taking into account the nature of the event, its degree
of vitality, the existence of a reasonable alternative to it, and the needs of the public that may be harmed by the separation."
