Prison Service Commissioner Kathy Perry held a briefing for reporters on Tuesday morning on the activities of the Israel Prison Service since the outbreak of the war, and on preparations for the future.
The commissioner hinted that she expects the political-security cabinet to eliminate the possibility of depositing money for security prisoners for shopping in the canteen or to significantly reduce them.
"As of October 7, all detention facilities have entered a state of emergency. The main objectives - securing facilities following alerts about sleeper squads in the field even today that may intend to surprise. I also assumed that the staff should be kept safe from kidnapping or murder. In addition, the petitions and living conditions of security prisoners have been reduced to the minimum required by law," the commissioner said.

"At the same time, fighters of the Masada General Staff Unit fought shoulder to shoulder with the IDF, eliminating terrorists, rescuing and treating civilians. The mod today is one of warlike activity. From the 7th of the month, we took in 800 prisoners, 500 of them terrorists."
The commissioner also noted that according to Defense Ministry regulations, Hamas terrorists who carried out the brutal massacre near the Gaza Strip and were arrested are defined as "illegal combatants." The definition means that they are not considered prisoners of war under the Third Geneva Convention, because they do not belong to a regular army or militia that has accepted the laws of war, and therefore do not enjoy the rights of prisoners of war at this stage.
