The attorney general announced Tuesday evening that the coalition funds are frozen, according to the government's decision, and will be used only for combat purposes. For other use of the same funds, a government decision is required to exclude the use.
"In short, it should be said that in light of the Iron Swords War, the government has decided that the budgets earmarked for the implementation of political agreements, which have not yet been allocated or for which no commitment has yet been made, constitute a budget source for financing needs stemming from the fighting," Deputy Attorney General Meir Levin wrote.
"The legal position is that for the purpose of other use of these sums, other than for the purposes of needs arising from the war (as detailed in those decisions), it will be necessary to adopt a government decision that will explicitly exclude the allocations of funds for specific purposes. In other words, the default is that the budgets earmarked, as stated, for the implementation of political agreements now constitute a budget source for needs stemming from the fighting, and in order to make other use of the funds, and in our case, use of funds that have not yet been allocated or for which no commitment has yet been made according to their original purpose under Resolution 511) an explicit government exclusion decision will be required."
