On Wednesday, the French newspaper Le Monde published a Saudi outline for ending the war in the Gaza Strip and changing the reality there. The main points of the proposal include the withdrawal of Hamas leaders from the Gaza Strip to Algeria and the establishment of an Arab peace force that will rule for a transitional period, at the end of which Palestinian representatives will take renewed responsibility.

According to the report, in a document obtained by Le Monde and drafted by the Gulf Research Center in Saudi Arabia, the authors of the proposal propose allowing Hamas leaders in the Gaza Strip to leave it and settle in Algeria. The drafters of the document note that Algeria was chosen as the preferred destination for the "exile" of Hamas leaders, including Yahya Sinwar and Mohammed Deif, because of its good relations with Qatar and Iran, Hamas' client countries. A similar move was made at the height of the First Lebanon War, when Arafat and PLO members left Beirut for Tunisia.

In the second part of the document, it is proposed that an Arab peacekeeping force be deployed in the Gaza Strip when Israeli forces leave. The Arab peacekeeping force will manage civilian life in the Gaza Strip under a mandate granted to it by the United Nations General Assembly, after which a joint transitional council will be established to be responsible on behalf of the Palestinians for the reconstruction and life in the Gaza Strip.

The transitional council will be composed of the factions that currently exist in the Gaza Strip, including Hamas, Islamic Jihad and Fatah, the authors of the document note. Four years later, elections will be held for the presidency and a new Palestinian parliament.
