Registration for the "Apartment at a Discount" lottery opened Tuesday morning, in which about 7,000 housing units will be drawn in 16 communities across the country, including: Rehovot, Elad, Jerusalem, Kiryat Ekron, Kiryat Malachi and more. Those eligible to register are all homeless people with a valid certificate of eligibility. Registration closes on February 7, and confirmation of eligibility can be issued until January 22. This was announced by the Ministry of Construction and Housing and the Israel Land Authority.

As was the case in previous lotteries, those eligible can register in three cities, and to all lotteries in those cities. In addition, the date of registration for the lottery during the days of registration is not important. The results of the lottery are expected to be announced to the winners in March. The amount of the discount in the apartment tenders at a discount is 20% of the market price or up to NIS 300,<> – whichever is higher.
It should be noted that home prices have been on a downward trend in recent months, so that together with the discount under the government program, the apartments may be sold at attractive prices, however, it is important to remember that construction times may be prolonged due to the shortage of workers.

Minister of Construction and Housing Yitzhak Goldknopf: "Even during this difficult period, we, at the Ministry of Construction and Housing, believe that construction of the country must continue at all times from north to south. At the end of the lottery, thousands of families will be able to purchase an apartment at a significant discount from the state and build their homes in Israel."

Director General of the Ministry of Construction and Housing, Yehuda Morgenstern, talks about the importance of the project: "The 'Apartment at a Discount' program is a significant lever for functional stability in the field of construction, opening registration and executing the lottery constitutes for developers and contractors a purchase guarantee for thousands of apartments and drives the entire economy, from suppliers of construction materials to air conditioning technicians and the like."

Yaakov Quint, Director General of the Israel Land Authority, adds: "Just before the end of 2023, we are opening another lottery of the "Apartment at a Discount" track, in which about 7000,<> additional families and young adults will receive a discount of hundreds of thousands of shekels that will enable them to realize their dream of establishing a home they own in Israel. Despite the many challenges facing the state, we are pleased to announce that this year as well, the Israel Land Authority increased the supply of residential land by tens of thousands of housing units, thereby continuing the trend of falling prices."

In order to register for the lotteries, a certificate of eligibility must be issued. The certificate can be issued online through the program's website, and if necessary, it is also possible to register remotely through online forms on the companies' websites or through the service centers of housing assistance registration companies.

The issuance process takes up to 10 days, and the certificate is valid for one year, if the certificate of eligibility is valid, there is no need to issue again.
