According to a report in India Today TV, the printed letter addressed to the ambassador was draped in an Israeli flag. The PTI news agency reported that the one-page letter was written in English and spoke of "Zionists, Palestine and Gaza." The writers of the letter identified themselves as part of an unknown organization called "Allah's Resistance."

Security camera footage in the area showed two people walking on the road minutes before the explosion, and security services, including the Counterterrorism Agency, are now trying to determine if they are suspected of involvement. Investigators did not locate any explosive remains at the scene, and the explosion may have been caused by some chemical.

Following the incident, security around Jewish institutions in the Indian capital, including the Chabad Center, was beefed up. The National Security Council assessed that it may have been a terrorist attack, and sharpened guidelines for Israelis staying in New Delhi and India. Among other things, the NSC recommended that Israelis staying in the country refrain from externalizing Israeli symbols, remain vigilant, and refrain from posting details of their travel on social media.
