The source cited in the British newspaper noted that "it seems that the United States does not express enthusiasm for ending the war until an agreement is reached on how the Gaza Strip will be managed at its end," and that "this issue constitutes a major obstacle to the ability to reach an agreement on a ceasefire."
In addition, according to the source, senior Egyptian officials said during talks held during the week that "the talk about Hamas being completely absent from the picture is unrealistic," and that "it is preferable to discuss agreed formulas that take into account the political composition in the Gaza Strip."
In this context, the source noted that Cairo is working to prepare a proposal that does not remove Hamas from the Gaza arena after the end of the fighting, and that it will ensure that it will be a partner, although not a main one. This is in addition to working on clear mechanisms of oversight by the entity that will assume responsibility for managing the Gaza Strip, whether a technocratic government or a temporary civilian management body to be established by a committee of Palestinian factions.
"The ideas are being discussed in the hope of reaching a formula that will be acceptable to all sides," the Egyptian official said, noting that over the past two weeks, amendments to the Egyptian initiative have been made more than once following talks with the relevant parties and other mediators.
