In the letter, the heads of the local authorities wrote that the events of October 7 led to a loss of sense of personal security among all residents of the State of Israel, and that a return to the previous security concept cannot be allowed. In the letter, Local Government Center Chairman Haim Bibas stresses that the mayors expect the government to adopt the plan as soon as possible.

The plan is adapted to all local authorities and includes several components: establishing municipal patrols, improving the security system of educational institutions, expanding municipal policing from 89 authorities to 141 authorities, policing and strengthening alert classes, cameras and call centers, filling gaps in the protection of educational institutions, neutralizing criminal organizations and strengthening deterrence and protecting cyber systems. It includes a change in the perception of security in educational institutions and incorporates a unique personnel mix, through incentives for veterans of combat units. In addition, the program will provide participants with full-time work in educational institutions 6 days a week from September to July, with an hourly salary of NIS 45 and an annual grant of NIS 15,000.

In addition to strengthening local security forces, the plan includes bridging protection gaps. The cost of filling the protection gaps in educational institutions is estimated at NIS 12.8 billion throughout the country and NIS 3.67 billion in communities and periphery up to 40 kilometers from the Gaza Strip border.

Finally, the plan details complementary steps to invest in cyber-attack defense systems, with a budget of NIS 20 million per year for innovation in cyber defense systems for local authorities, while subsidizing 80-90% of the system's cost.
