The government is expected to approve the appointment of an acting IPS commissioner, Katy Perry, contrary to the position of the commission of inquiry into the escape of the six terrorists from Gilboa Prison in 2021. This comes against the backdrop of Prime Minister Benjamin Netanyahu's announcement Thursday evening that IPS Commissioner Kathy Perry will step down from her position.

The committee's recommendations explicitly state that "it is appropriate to refrain as much as possible from filling the position of Prison Commissioner by an acting commissioner, especially for a prolonged period of time. At that point, there was unanimity on the part of all the witnesses before us who referred to it." The committee members added of their decision that: "The appointing echelon must consider the damages that will surely be caused to the organization by the absence of a permanent commissioner over time."

The committee's recommendations also stated: "It is proposed that the political echelon examine, in cooperation with the Ministry of Justice and the IPS, whether to implement the conclusions of the Chief Superintendent (retired) Moshe Karadi committee in the appointment processes of senior IPS officers. This applies both to the authority of the Minister of National Security to approve the appointment of officers, to the conditions, to rise to the rank, to institutionalize the length of terms of senior officers, and more."
