"I ordered the Commissioner of the Prison Service to make the conditions of the terrorists in prison more difficult: reducing hot water consumption to a minimum, stopping dental treatments at the taxpayer's expense, removing the bakeries that provided fresh pita bread," he wrote.
"Unfortunately, my instructions were not always implemented, but the policy began to permeate."

According to him, following his demand, most of the terrorists sleep on mattresses with great density.
At the end he wrote: "I am confident that Kobi Yacovi (SBS Commissioner) will work to implement my uncompromising policy when it comes to terrorists."
In the letter, he even criticized his partners in the government and the security forces: "Even today, after the terrible disaster, for large parts of the decision-makers, the desire for peace prevails over common sense."
He added that he opposes the request of the security agencies and the state attorney's office, in response to the Red Cross petition, to allow the organization to receive details from the prison service about the Nohva terrorists.
