Despite serious negligence: The director general of the Ministry of Welfare tried to appoint a chief physician without a tender

To Walla! NEWS has learned that Avigdor Kaplan has applied to the Civil Service Commission for exemption from the tender of Dr. Yuval Weiss's appointment as Chief Physician in the Ministry of Welfare, despite his involvement in causing irreversible brain damage to a seven-month-old baby.

Although Dr. Yuval Weiss's name was linked to one of the most serious medical malpractice cases in Israel, Welfare Director Avigdor Kaplan tried to appoint him to the office of chief physician - Wednesday, Walla became known! NEWS. If that's not enough, Kaplan contacted the Civil Service Commission to nominate Weiss without a tender, presumably based on personal acquaintance between the two. Previously, Kaplan served as CEO of Hadassah Ein Kerem Hospital, and Weiss served as his deputy.

While serving as Deputy Chief Executive Officer of the hospital in 2011, Weiss was involved in a serious medical malpractice, during which Horizon Taub, a seven-month-old baby, suffered severe and irreversible brain damage as a result of a technical failure in the operating room. A special committee examined the medical accident case in the heart surgery department in Hadassah Ein Kerem. In its investigative report, the commission recommended that significant complaints be made to the Health Ministry's Disciplinary Tribunal on charges of disclosing gross negligence against three senior doctors, including Weiss, who at the time served as the hospital's director and operating room. This is an unusual and unusual decision, as the Ministry of Health is taking such sanctions on doctors who neglected their duties in only a few cases.

However, this is not the only drama in which Weiss was involved. In 2014, he unexpectedly had to relinquish the position of chief medical officer at the Ministry of Health, a week after the announcement of his appointment to the post, in the background of the affair. Following the publication of the investigation report's severe report, this year a series of Knesset members demanded that Weiss be removed from his position as director of the Jerusalem district in a unified health fund.

NEWS has learned that the Director General of the Ministry of Social Affairs has approached the Civil Service Commission to dismiss Dr. Weiss from the tender and appoint him to the Chief Physician. The Civil Service Commissioner, Prof. Daniel Hershkowitz, refused the request and said he was committed to the tender And their problematic past, if any, is being looked at by committee members.

Health system officials expressed surprise at Kaplan's decision to appoint Weiss to the post. According to them, given their past, it was expected that, given the opinion in the Health Ministry's report, there was no room for the doctor to be promoted, and certainly not to appoint him a chief physician in one of the most important government offices.

The Ministry of Social Affairs said that "The candidacy of Dr. Yuval Weiss has been examined but it is not on the agenda and he will not be appointed to the position in the Ministry of Labor and Welfare."

The Civil Service Commission confirmed that an application was indeed received from the Ministry of Welfare to exempt from the tenure of the Chief Physician in the Ministry of Welfare, but Civil Service Commissioner Prof. Daniel Hershkowitz blocked the request.
