Deng explained that most of the police force in the second half of this year was used to face illegal destruction of shopping malls, MTR facilities and arson, resulting in insufficient police forces elsewhere. He also said that the public's current awareness of law compliance is weak and that they "would commit crimes if they felt tight about justice."
