Some netizens initiated a "Frost Night Countdown Parade" in Tsim Sha Tsui on Christmas Eve (24th) at 8 pm. The Commissioner of Police Deng Bingqiang visited the Tsim Sha Tsui area at about 7 pm. During the period, a number of police officers accompanied him and were present at the scene. Duty riot police officers shake hands. When Deng Bingqiang later saw the media, he described the protesters as "thugs in black", saying that he hoped they would stop the sabotage tonight.

Deng Bingqiang also mentioned that a number of robberies have occurred recently, saying that the crime rate has increased due to demonstrations, including arson, criminal damage, etc., and that a large number of police forces have been required to respond to demonstrations, making patrol police weak.

Police Commissioner Deng Bingqiang said when he saw reporters that Christmas is a universal day, and most citizens are celebrating, while frontline police officers are holding their posts tightly, so they want to pay tribute to the police. He also said, "I hope that the mob will destroy, arson, and scare the people around Christmas", affecting the festive atmosphere. Asked how to distinguish between citizens and demonstrators, he said, "It's a mob after you've hit the ghost and gone."

Deng Bingqiang explained that the number of crimes has risen sharply in the past six months, especially arson, criminal damage, and riots that hinder public order. At the same time, the number of burglary cases in November increased by 4.2% over the same period last year; and the number of robberies also increased by 28% over the same period last year.

Deng explained that most of the police force in the second half of this year was used to face illegal destruction of shopping malls, MTR facilities and arson, resulting in insufficient police forces elsewhere. He also said that the public's current awareness of law compliance is weak and that they "would commit crimes if they felt tight about justice." At the same time, the overall law enforcement environment became difficult, and police officers were constantly surrounded, accused, and even robbed. He said the police would focus resources and patrol in a high profile to prevent crimes, such as arranging multiple police officers to patrol together or police officers to assist.

Deng Bingqiang urged the public not to violate the law and tolerate illegal acts. He hoped that the public would cooperate with and support police officers in law enforcement. Deng Bingqiang did not agree with the statement that police patrols disrupted the festival atmosphere, but instead believed that the protesters had affected the atmosphere. He also claims that patrols have changed in response to recent conditions.
