The scourge of radical Islam, if it is not limited to sensitive neighborhoods, has flourished there for more than a quarter of a century. Hence the need to strike Islamist networks at the heart of these cities plagued by violence and drug trafficking. In the 2000s, general information from the Paris Prefecture of Police had set up a strategy of "pole of fight against radical Islam" mobilizing all the State services (police and justice but also hygiene, security, social services…) to strike the Islamists at the heart of their daily activities.

In 2005, this strategy was extended to all departments and regions. The wave of Islamist attacks starting in January 2015 has of course highlighted the importance of the problem.
