President Alberto Fernández announced a series of measures such as the modification of the Intelligence Law and the sending of several bills to Congress such as the legalization of abortion and the reform of Justice, during his speech before the Legislature to formally inaugurate the ordinary session.

Justice Reforms

- Creation of a new Federal Criminal Court, which will unify criminal jurisdictions that currently have jurisdiction within the scope of the Autonomous City of Buenos Aires.

- Creation of a new criminal accusatory system to strengthen the actions of the Federal Justice in the areas most affected by organized crime and drug trafficking, mainly in Rosario and Santa Fe.

- Creation of a new room and a Department of Drug Trafficking in the Federal Court of Appeals of Rosario. In addition, new fiscal auxiliary positions and fiscal assistants will be created under the orbit of a district coordinating prosecutor.

- Unification of the Federal Civil and Commercial Justice jurisdictions of the administrative contentious justice of the Federal Capital.

- Formation of a council to Strengthen the Administration of Justice in the Argentine Republic, which will integrate personalities from the academic and judicial world, and will be an advisory body of the Executive Power for the promotion of other substantive transformations in our Judicial Power.

Intelligence Reforms

- By means of a Decree of Need and Urgency (DNU), the Intelligence Law will be modified to prevent intelligence agencies from carrying out repressive tasks, possessing compulsory powers, fulfilling police functions or carrying out criminal investigation tasks as auxiliaries of Justice.

- Declassification of AMIA reports: the Federal Investigation Agency will be ordered to declassify the secret testimonies provided by intelligence agents in the trials in which the fact was investigated and the responsibility of State officials in covering up the same. The same will be done with the rest of the documentation about the cause.

Legalization of abortion

In the next 10 days, the Government will send to Congress a bill on Voluntary Interruption of Pregnancy that legalizes abortion at the initial time of pregnancy and allows women to access the health system when they make the decision to abort.

A program of integral sexual education and prevention of unwanted pregnancy will be launched.

The Government will also send to the National Congress a bill that establishes the 1000-day Plan, to guarantee the care and integral care of the life and health of the pregnant woman and her sons or daughters in the first years of lifetime.

President Alberto Fernández will order the post mortem ascent of the 44 crew members of the submarine that sank on November 15, 2017.

Economic and social Council

The Government will send to Congress a project project to create by law the Economic and Social Council for Argentine Development, which will be "the engine not only of State policies, but of society policies".

Law of Knowledge

The Executive Power will also send to Congress a bill on the "Knowledge" of new technologies to "enhance" scientific and technological development.

Projects to "strengthen territorial sovereignty"

The President announced that he will also present three other projects in Congress "to strengthen the territorial sovereignty of the Argentine Republic".

The first will contemplate the creation of the National Council of Matters Related to the Falkland Islands, South Georgia and the South Sandwich Islands and corresponding maritime spaces.

The second will be "on the demarcation of the outer limit of the Argentine continental shelf, which will contribute to consolidate the sovereignty rights over the resources of the bed and subsoil."

And the third will establish "the modification of the Federal Fisheries Regime to tighten sanctions on vessels that fish illegally in maritime spaces under Argentine jurisdiction or in waters where our country has sovereignty over marine living resources, which includes the Falkland Islands."

Hydrocarbons Law

Another of the initiatives that will turn to the Legislative Power will be the one that seeks to constitute a legal framework for the "development of the hydrocarbon and mining sector that facilitates the industrial and technological development" of the country and highlighted as an achievement of its management its "renewed national battle for gas and oil. "
